Partly, leashed dogs can hike most trails, but they're not allowed in the elevator or the Sky Lounge at the chimney formation itself.

Leashed dogs can join the Hickory Nut Falls Trail and the Outcroppings Trail (a strenuous 500-step climb), but cannot ride the elevator up to the chimney.
